This was master-taught to me at rank 54 of empath trinkets. The recipe given is as follows: add crystalline solution, add 3 doses of ground strigae cactus, add powdered blue diamond, add essence of body, simmer, add n'ayanad crystal, add 3 doses of fine alabaster dust and refract moonlight through a diamond lens.
